WORKSHOP BOARD MEETING

 

August 1, 2007

 

The Board of Education for the Bay City Independent School District met in a workshop session on Wednesday, August 1, 2007 at 6:30 p.m. in the district's administration building located at 520 Seventh Street, Bay City, Texas.  The following board members were present: President Paul Johnson; Trustees Powell, Crummett, Rutherford (arrived at 6:45), Volkmer and Humphries.  Others present included the Superintendent, Richard Walton; Deputy Superintendent, Mrs. Patti Lyle Johnson; Assistant Superintendent, Hal Roberts; and Director of Business & Technology, Richard C. Johnson.

 

CALL TO ORDER

 

President Johnson called the meeting to order at 6:35 p.m.

 

DISCUSSION OF IMPLEMENTATION OF PUBLIC PRESENTATION ON BUDGET AND TAX RATE - NO ACTION WILL BE TAKEN

 

The Administration and Trustees discussed how the 2007 accountability rating will impact a proposed tax roll-back election and reviewed presentations on the budget and tax rate.  No action was taken.

 

ADJOURNMENT

 

There being no further business, Trustee Crummett, seconded by Trustee Powell, made a motion to adjourn.  The motion carried by a vote of 6-0.  President Johnson declared the meeting adjourned at 9:00 p.m.

REGULAR BOARD MEETING

 

August 20, 2007

 

The Board of Education for the Bay City Independent School District met in a regular session on Monday, August 20, 2007, at 7:00 p.m. in the district's administration building located at 520 7th Street, Bay City, Texas.  The following members were present:  President Paul Johnson; Trustees Rutherford, Powell, Volkmer, Humphries and Smith (arrived at 7:05).  Others present included the Superintendent, Mr. Richard Walton;  Deputy Superintendent, Mrs. Patti Lyle Johnson;  Director of Business and Technology, Mr. Richard C. Johnson;  Assistant Superintendent, Hal Roberts; Principals; Counselors; Teachers; Community Members; Heather Menzies with the Bay City Tribune; and Terri McCulloch, Recording Secretary.

 

President Johnson called the meeting to order at 7:03 p.m. and asked Reverend Meurer to open the meeting with a prayer.

 

Following the prayer, Becca Sitz led the audience in reciting the Pledge of Allegiance.

 

President Johnson called for additions, deletions, or corrections to the following meetings of the Board:

Trustee Powell, seconded by Trustee Rutherford, made a motion to approve the minutes of the previous meetings.  The motion carried by a vote of 5-0.

 

AUDIENCE WITH PATRONS

 

Steve Walters, Chairman of the Arts Council of Bay City, addressed the board to promote fine arts in Bay City.  He believes personal commitment and participation by community leaders are vital to successfully compete with other small communities in recruiting industry and tourists.  Mr. Walters encouraged the board members to get involved.

 

 ITEM #1 - FINANCIAL REPORT

 

Trustee Volkmer, seconded by Trustee Smith, made a motion to approve the financial report as presented by the administration.  The motion carried by a vote of 6-0.

 

ITEM #2 - RESIGNATIONS

 

The administration recommended that the following resignations be approved:

Trustee Rutherford, seconded by Trustee Humphries, made a motion to approve the resignations as presented.  The motion carried by a vote of 6-0.

                       

ITEM #3 - COMMUNICATIONS

 

There were no communications to report.

 

ITEM #4 - REQUEST FOR TAX EXEMPTION FROM KNIGHTS OF COLUMBUS COUNCIL #3070

 

Grand Knight Joe Ames and Richard Bricker, representing Knights of Columbus Council #3070, is requesting exemption status from ad valorum taxes as a charitable organization.  The KC's  will in return give scholarships to local students and continue to support the Boy Scouts, Lions Club, Rodeo, Crisis Center, Food Pantry and other charitable organizations.

 

Trustee Volkmer, seconded by Trustee Rutherford made a motion to approve the Knights of Columbus Council #3070 as a tax exempt entity.  The motion carried by a vote of 6 - 0. 

 

A copy of the resolution can be found in the agenda book on page 10 and in Legal Document Book VII, page 48.

 

ITEM #5 – PRESENTATION ON THE AVID PROGRAM

 

Susan Roberts, Coordinator, and Melisa Carroll, Jr. High liaison, gave a presentation on the AVID (Advancement Via Individual Determination) program.  AVID is a 7th -12th grade program that prepares students in the "academic middle" for success in rigorous secondary curriculum and 4-year college enrollment.  There are 220 high schools and 177 middle schools in the state of Texas using the AVID program.  Bay City ISD is the first school district in Region III with AVID.  Students are selected by test scores, grades, attendance, discipline, current course load, teacher recommendation, personal and parent interviews, and remain in the program until graduation.  Students in the program have an AVID elective class where they focus on study skills, Cornell note-taking skills, preparing for PSAT, SAT/ACT, college field trips, and community guest speakers.  As juniors, they will research colleges and scholarships.  As seniors, they will begin applying to colleges and for scholarships and grants.  Avid is funded by the High School Allotment funds sent specifically for secondary student improvement initiatives.

 

ITEM #6 - PRESENTATION BY THE CAMPUS INTERVENTION TEAM

 

Mr. Bobby Kimball, External Chairman of the BCHS Campus Intervention Team, gave a required presentation on the progress at Bay City High School.  The intervention team was mandated by TEA after BCHS was rated academically unacceptable.  This was due to one sub-group not meeting the State Math Standard set by TEA.  The team evaluated current practices and recommended a campus intervention plan to improve student achievement.  BCHS principal, Walt Wendtland, involved the entire math department, along with the intervention team for a total team effort. 

 

Bay City High School received an Academically Acceptable rating for the 2006-2007 school year with an improvement in the math sub-group from 32% passing to 50% passing.

 

The Board of Trustees thanked the committee and the high school staff for their hard work.

 

ITEM #7 - APPROVAL OF BCISD FLEET SAFETY POLICY

 

Superintendent Walton presented for board approval the BCISD Safety Fleet Policy that was tabled from the July 16, 2007 Board Meeting.

 

Following discussion, Trustee Smith, seconded by Trustee Volkmer, made a motion to approve of the BCISD Fleet Safety Policy with the addition that all employees transporting students will show proof of insurance and motor vehicle record.  The motion carried by a vote of 6–0.

 

ITEM #8 - APPROVAL OF COMMUNITY EDUCATION FALL COURSES

 

Superintendent Walton presented for board approval the Community Education fall courses that were tabled from the July 16, 2007 board meeting.  Summaries of expenditures and revenue from the last three years were given to Trustees.  Mr. Walton stated the administration is taking a fresh look at this department and will restructure and reorganize for the spring.

 

Following discussion, Trustee Smith, seconded by Trustee Volkmer, made a motion to approve the Community Education fall courses as presented.  The motion carried by a vote of 5-1 with Trustee Powell voting against.

ITEM #9 – APPROVAL OF 2007 CERTIFIED APPRAISAL ROLL

 

The Texas Property Tax Code requires that the Board of Trustees approve the 2007 appraisal roll.  Matagorda County Chief Appraiser, Vince Maloney, has certified Bay City ISD's net taxable value for 2007 as $1,007,157,168.  It was the administration's recommendation that the 2007 Appraisal Roll be approved as presented.

Trustee Humphries, seconded by Trustee Volkmer, made a motion to approve the 2007 appraisal roll as presented.  The motion carried by a vote of 6-0.

 

ITEM #10 - VOTE ON PROPOSED TAX RATE AND SET DATE FOR PUBLIC HEARING AND APPROVAL OF FINAL TAX RATE

 

Superintendent Walton reviewed the proposed Tax Rate Notice and the Interest and Sinking fund balance effects. 

 

Following discussion, Trustee Powell, seconded by Trustee Smith, made a motion to set a public hearing to set the effective tax rate on September 4, 2007 at a special board meeting.  The motion carried by a vote of 6-0.

 

ITEM # 11 - DESIGNATION OF TEACHER APPRAISERS AND APPRAISAL RULES/CALENDAR FOR 2007-2008

 

The administration recommended the following individuals as teacher appraisers for the Bay City Independent School District during the 2007-2008 school year:

 

      BCHS –          Walt Wendtland, Ricardo Carlin, Mena Collins, Fabian Gomez, Darrell Tolson

 

      BCJH -           Brandon Hood, Melisa Carroll, Eright Johnson

 

      McAllister -     Lisa Moya, Ella Williams

 

      BCMS -          Heath Koenig, Glenn Ging

 

      Cherry -          Barbara Gordon, Suzette Williams

 

      Holmes -         Becky  Walker, Jessica Estlinbaum

In addition to the teacher appraisers, the administration recommended that an appraisal calendar be approved for the 2007-2008 school year.  A copy of the calendar is printed in the agenda book on pages 14 & 15.

 

Trustee Humphries, seconded by Trustee Volkmer, made a motion to approve the designation of teacher appraisers and the appraisal rules and calendar for the 2007-2008 school year as recommended by the administration.  The motion carried by a vote of 6-0.

 

 

ITEM # 12 – AWARD BIDS

 

A.  CATALOG

 

It was the administration’s recommendation to approve all of the catalog bids that have been received.  A copy of the bids can be found on pages 16 of the agenda book.

 

B. LIFE SKILLS GRANT FOR STUDENT PARENTS

 

It was the administration’s recommendation to approve the proposal from Bay City Day Care, Inc.  A copy of the bid can be found on pages 17 & 18 of the agenda book.

 

Trustee Volkmer, seconded by Trustee Smith, made a motion to approve the catalog and Life Skills Grant for Student Parents bids as submitted and recommended.  The motion carried by a vote of 6-0.

 

ITEM # 13 - EMERGENCY, ONE READING APPROVAL OF NEW BOARD POLICY FNA(LOCAL)

 

Superintendent Walton recommended a one reading, emergency adoption of new board policy FNA(Local), which addresses Student Expression.  House Bill 3678 requires that the policy be adopted before the start of the 2007-08 school year.

 

Trustee Powell, seconded by Trustee Rutherford, made a motion to approve the emergency, one reading adoption of board policy FNA(Local).  The motion carried by a vote of 6-0.

 

A copy of the policy can be found in the agenda book on pages 19-22.

 

President Johnson announced the board would enter into a public hearing on the 2006-07 TAKS results and AYP at 8:45 p.m.

 

ITEM #14 – PRESENTATION ON 2006-2007 TAKS RESULTS AND ADEQUATELY YEARLY PROGRESS

 

Deputy Superintendent, Patti Johnson, reported the Districts TAKS results.  Cherry and Holmes received Recognized ratings.  Roberts, McAllister, Bay City Middle School and Bay City High School received Acceptable.  Bay City Jr. High School received Unacceptable due to a sub-group in the Social Studies area.  BCJH will continue the successful programs that are working and will implement new programs to accomplish success for all students.  Mr. Walton reviewed the improvement in scores from 2004-2007.All schools in Bay City ISD met the criteria for Adequate Yearly Progress.

 

The public hearing concluded at 9:00.

 

ITEM #15 - RESOLUTION AUTHORIZING BCISD TO SECURE A LINE OF CREDIT

 

Superintendent Walton reported that BCISD would need board approval to secure a line of credit for working capital while waiting on revenue from state and local taxes.  A copy of the resolution can be found on page 23 of the agenda book and page 49 of Legal Document Book VII.

 

Trustee Smith, seconded by Trustee Rutherford, made a motion to accept the Superintendent's recommendation and allow Bay City ISD to secure a loan from Prosperity Bank for $2,000,000 at the Wall Street Journal prime minus 2.50% for twelve months.  The motion carried by a vote of 6 - 0.

 

ITEM #16 - APPROVAL OF SHARED SERVICES AGREEMENT FOR DEAF EDUCATION COOPERATIVE

 

The Deaf Education Cooperative periodically updates the Shared Services Agreement between the participating county school districts.  This long-standing partnership helps spread out the cost of Deaf Education services for high need/high cost areas.  The Shared Services Agreement has been updated with the addition of Rice Consolidated ISD into the cooperative.

 

Trustee Rutherford, seconded by Trustee Volkmer, made a motion to approve the Shared Services Agreement for the Deaf Education Cooperative.  The motion carried by a vote of 6-0.

 

ITEM #17 - EMPLOYMENT OF PERSONNEL

 

This item would be held in executive session.

 

SUPERINTENDENT’S REPORT

 

a. Superintendent Walton reported that school would officially start on Monday, August 27, 2007.

 

b. Superintendent Walton thanked Trustees Powell, Smith, Volkmer and Humphries for their attendance at the new teacher luncheon.

 

COMMENTS FROM BOARD MEMBERS

 

Board members were excited about the number of former BCISD students who have come back to teach in the district.
