SPECIAL BOARD MEETING

 

February 25, 2008

 

The Board of Education for the Bay City Independent School District met in a special session on Monday, February 25, 2008, at 7:00 p.m. in the district's administration building located at 520 7th Street, Bay City, Texas.  The following members were present:  President Paul Johnson; Trustees Rutherford, Volkmer, Humphries, Powell, Smith and Crummett. 

 

President Johnson called the meeting to order at 7:00 p.m.

 

DISCUSSION WITH TASB CONSULTANT REGARDING SUPERINTENDENT/CEO SEARCH PROCESS

 

The Superintendent/CEO search process was discussed, no action was taken.

 

EXECUTIVE SESSION FOR PERSONNEL-REVIEW AND DISCUSS APPLICATIONS FOR SUERINTENDENT/CEO POSITION

GOVERNMENT CODE:

551.074-DISCUSSING PERSONNEL

 

Applications were discussed and reviewed.

 

APPROVE THE NUMBER OF APPLICANTS TO BE INTERVIEWED

 

There was a consensus to interview eight (8) candidates.

There being no further business, Trustee Crummett, seconded by Trustee Smith, made a motion to adjourn.  The motion carried by a vote of 7-0.  President Johnson adjourned the meeting at 8:55 p.m.

The Board of Education for the Bay City Independent School District met in a special session on Monday, February 25, 2008, at 6:30 p.m. in the district's administration building located at 520 7th Street, Bay City, Texas.  The following members were present:  President Paul Johnson; Trustees Rutherford, Volkmer, Humphries, Powell, Smith and Crummett.  Others present included Assistant Superintendent, Hal Roberts; BCHS Principal, Walt Wendtland; Interim Athletic Director, Robert Blackmon; community members; and Ross Cunningham with the Matagorda County Advocate.

 

President Johnson called the meeting to order at 6:30 p.m.

 

APPROVAL OF NEW ATHLETICE DIRECTOR/HEAD FOOTBALL COACH FOR BAY CITY INDEPENDENT SCHOOL DISTRICT

 

Superintendent Walton recommended Robert Blackmon as new Athletic Director and Head Football Coach for Bay City ISD with a two year contract.

 

Trustee Volkmer, seconded by Trustee Rutherford, made a motion to approve Robert Blackmon as Athletic Director/Head Football Coach as recommended by the superintendent.  The motion carried by a vote of 7-0.

 

 

ADJOURNMENT

 

There being no further business, Trustee Crummett, seconded by Trustee Smith, made a motion to adjourn.  The motion carried by a vote of 7-0.  President Johnson adjourned the meeting at 6:45 p.m.

REGULAR BOARD MEETING

 

February 18, 2008

 

The Board of Education for the Bay City Independent School District met in regular session on Monday, February 19, 2007 at 7:00 p.m. in the district's administration building located at 520 7th Street, Bay City, Texas.  The following members were present: President Paul Johnson; Trustees Powell, Smith, Crummett, Rutherford, Volkmer and Humphries.  Others present included the Superintendent, Mr. Richard Walton; Assistant Superintendent, Mr. Hal Roberts; Director of Business and Technology, Rick Johnson; Curriculum Administrator, Janice Popp; Bay City High School principal, Walt Wendtland; Bay City Jr. High Principal, Brandon Hood; Bay City Middle School Principal, Heath Koenig; Bay City Middle School Counselor, Jessie Stone; Holmes Elementary Principal, Becky Walker; Roberts Elementary Principal, Vickie Hendrickson; Cherry Elementary Principal, Barbara Gordon; Cherry Elementary Assistant Principal, Suzette Williams; BCISD Police Chief, Leroy Cunningham; Teachers; Parents; Community Members; students; Heather Menzies with the Bay City Tribune; Ross Cunningham with the Matagorda County Advocate; and Terri McCulloch, Recording Secretary.

 

President Johnson called the meeting to order at 7:00 p.m. and asked Chief Cunningham to open with a prayer.

 

Following the prayer, Ross Cunningham led the audience in reciting the Pledge of Allegiance.

 

President Johnson called for additions, deletions, or corrections to the following meetings of the Board:

Trustee Smith, seconded by Trustee Volkmer, made a motion to approve the minutes of the previous meeting as recommended. The motion carried by a vote of 7-0.

 

AUDIENCE WITH PATRONS

 

Cliff McKelvy, representing the Bay City/Matagorda African American Community, addressed the Board of Trustees with concerns of the 2008-2009 school calendar.  He believes the board should realize the significance of Martin Luther King, Jr. day and continue to recognize it as a school holiday.

 

Joyce Black, representing the African American Community, addressed the board with her concerns concerning the 2008-2009 school calendar and the absence of Martin Luther King, Jr. day as a school holiday as one of the options.  Mrs. Black also stated that Coach Robert Blackmon was on everyone's mind for assignment as Athletic Director in Bay City ISD.

 

Reverend Murray Martin, representing the African American ministers, addressed the board with his concerns of the BCISD 2008-2009 calendar that would not include Martin Luther King, Jr. day as a school holiday.

 

Jean Deadrick, retired teacher, voiced her concerns to the Board of Trustees concerning the absence of Martin Luther King, Jr. day on the 2008-2009 school calendar.  She asked that the Board of Trustees search their hearts and do what is right for the community.

 

CELEBRATION OF EXCELLENCE

 

Superintendent Richard Walton received the Celebration of Excellence award and was honored by the Administrators for over 30 years of service to Bay City ISD.

 

Carolyn Stone, custodian at Cherry Elementary, was honored with the Celebration of Excellence for performing her duties beyond what is required.

 

Becky Tipton, teacher, and Nancy Rodriguez, instructional aide, at Cherry Elementary were awarded the Celebration of Excellence in the field of instruction.

 

The Board of Trustees thanked the employees for their accomplishments and wished them continued success.

 

SPOTLIGHT ON BCISD POLICE DEPARTMENT

 

BCISD Chief of Police, Leroy Cunningham, gave a presentation on the ISD Police Department.  The staff consists of Lt. Gary Mathis, Officers Robert Pierce, Kim Crummett, Kenneth Monroe, and Sandy Nelson.  Donnye Stone serves as secretary for the department.  Chief Cunningham stated his department is operating in a professional and efficient manner.  Officers have received training in assault, family violence, and the Texas Education Code.  They have also been involved in an Incident Command Training program.  Chief Cunningham said all radio systems are up-to-date.  He also reported that with the help and support of school administrators, calls from August 2006 - April 2007 were reduced from 4,392 to 1,917 from August 2007 - January 2008.

 

The Board of Trustees thanked Chief Cunningham for his presentation.

 

ITEM #1 - FINANCIAL REPORT

 

Trustee Powell, seconded by Trustee Crummett, made a motion to approve the financial report as presented by the administration.  The motion carried by a vote of 7-0.

 

ITEM #2 - RESIGNATIONS

 

The administration recommended that the Board of Education approve the following resignations:

                                                                                    Effective January 22, 2008

 

Trustee Crummett, seconded by Trustee Rutherford, made a motion to approve the resignation as presented.  The motion carried by a vote of 7-0.

              

 

 

ITEM #3 - COMMUNICATIONS

 

For the information of the Board, a thank you card was received from Vickie Hendrickson for the flowers she received in memory of her mother, Alma Massey.

 

ITEM #4 – CONSIDERATION OF 2008-2009 SCHOOL CALENDAR

 

Superintendent Walton presented for board approval the 2008-2009 school calendars that were tabled from the January 14, 2008 board meeting.  The administration resubmitted calendar options for employee voting to include a holiday calendar.   If the holiday calendar is approved, school would start for students on August 25, 2008 and end on June 5, 2009.

 

Trustee Powell, seconded by Trustee Smith, made a motion to approve the holiday calendar for the 2008-2009 school year. The motion carried by a vote of 7-0.

 

Trustee Smith thanked Mr. Walton for his work and support of the holiday calendar.

 

A copy of the proposed school calendars can be found in the agenda book on pages 7-9.

 

ITEM #5 - FIRST READING APPROVAL OF BOARD POLICY UPDATE 82

 

Superintendent Walton recommended first reading approval of Board Policy Update 82, which centers on policies regarding required participation in county appraisal districts, employee health insurance coverage, energy conservation, and emergency response.

 

Trustee Volkmer, seconded by Trustee Rutherford, made a motion to approve the first reading of Board Policy Update 82.  The motion carried by a vote of 7 - 0.

 

ITEM #6- APPROVAL OF APPOINTMENT OF EARLY VOTING JUDGE AND CLERKS

 

It was the administration’s recommendation to appoint the following people to serve as Early Voting Judge and Clerks for the May 10, 2008 school trustee election:

Christine Castellano, Early Voting Clerk

Linda McAnnally, Early Voting Clerk

Sherry Loring, Early Voting Clerk

Trustee Smith, seconded by Trustee Powell, made a motion to approve the appointment of election judge and early voting clerks as recommended.  The motion carried by a vote of 7-0.

 

ITEM #7 – APPROVAL OF APPOINTMENT OF EARLY VOTING BALLOT BOARD

 

It was the administration’s recommendation to appoint the following people to serve as Early Voting Ballot Board for the May 10, 2008 school trustee election:

Trustee Smith, seconded by Trustee Powell, made a motion to approve the appointment of the early voting ballot board as recommended.  The motion carried by a vote of 7-0.

 

ITEM #8 - APPROVAL OF APPOINTMENT OF ELECTION DAY JUDGE AND CLERKS

 

It was the administration’s recommendation to appoint the following people to serve as Election Day Voting Judge and Clerks for the May 10, 2008 school trustee election:

Trustee Smith, seconded by Trustee Powell, made a motion to approve the appointment of election day judge and clerks as recommended.  The motion carried by a vote of 7-0.

 

ITEM #9 – APPROVAL OF TEXTBOOK ADOPTION FOR THE 2008-2009 SCHOOL YEAR

 

Curriculum Administrator, Janice Popp, gave a report regarding the recommended textbook adoptions for the 2008-2009 school year.  The Board is being asked to multiple adopt all systems and textbooks but that a specific list of books, as printed on page 10 of the agenda book, would be ordered by the district.  The books that are recommended have been reviewed by members of the staff and their recommendations and suggestions have been considered by the members of the Textbook Committee.

 

Trustee Crummett, seconded by Trustee Smith, made a motion to approve the adoption of all textbooks recommended by the State and the specific list of textbooks to be used by the District as presented.  The motion carried by a vote of 7-0.

 

ITEM #10 – RESOLUTION REGARDING EXTRACURRICULAR STATUS OF 4-H ORGANIZATION

 

Superintendent Walton explained that the County Extension Agents are asking that the

4-H organizations receive designation as a sanctioned extracurricular activity in Bay City ISD and will be governed by all UIL rules.

 

Trustee Humphries, seconded by Trustee Rutherford, made a motion to approve the resolution designating 4-H as an extracurricular activity.  The motion carried by a vote of 7-0.

 

A copy of the resolution can be found on pages 11-14 of the agenda book and page 61 of Legal Document Book VII.

 

ITEM #11 - APPROVE CONTRACTS FOR ADMINISTRATIVE PERSONNEL

 

Trustee Smith, seconded by Trustee Rutherford, made a motion to approve the contracts for administrative personnel as presented.  The motion carried by a vote of 7-0.

 

A copy of the approved administrative personnel can be found on page 15 of the agenda book.

 

ITEM #12 - EMPLOYMENT OF PERSONNEL

 

There were no new employees to hire.

 

ITEM #13 - LEVEL III COMPLAINT AGAINST SCHOOL PERSONNEL

SUPERINTENDENT’S REPORT

 

A.  Filing Dates for School Trustee Election - February 9, 2008 is the first day to file for a place on the ballot.  March 10, 2008 is the last day to file for place on the ballot.

 

B.  Early Voting Dates - April 28, 2008 is the first day of early voting (by personal appearance) and May 6, 2008 is the last day of early voting (by personal appearance).

 

C.  Employee Appreciation Banquet - May 14, 2008 at Bay City High School cafeteria and auditorium.

 

D.  For the information of the board, the student activity fund reports were presented for the period ending December 31, 2007.

 

E.  Superintendent Walton gave the Trustees the financial report for the 2007 football season.

 

F.   Superintendent Walton announced that the Ladycats basketball team were crowned district champs and that the Blackcat swim team would be representing Bay City at the State meet in Austin.

President Johnson called for a motion three times.  The action of the administration stands due to a lack of motion.

The Board entered into executive session at 8:37 p.m. in accordance with Texas Government Code, section:  551.074 – Discussing personnel

The Board reentered into open session at 9:15 p.m.

No action was taken.

 

There being no further business, Trustee Smith, seconded by Trustee Crummett made a motion to adjourn.  The motion carried by a vote of 7-0.  President Johnson adjourned the meeting at 9:16 p.m.
