The Board of Education for the Bay City Independent School District met in a special session on Wednesday, March 26, 2008 at 7:00 p.m. in the district's administration building located at 520 Seventh Street, Bay City, Texas.  The following board members were present: President Paul Johnson; Trustees Smith, Powell, Crummett, Rutherford, Volkmer and Humphries.

REGULAR BOARD MEETING

 

March 10, 2008

 

The Board of Education for the Bay City Independent School District met in regular session on Monday, March 10, 2008 at 7:00 p.m. in the district's administration building located at 520 7th Street, Bay City, Texas.  The following board members were present: President Paul Johnson; Trustees Smith, Rutherford, Volkmer, Humphries, Crummett, and Powell.  Others present included the Superintendent, Mr. Richard Walton; Assistant Superintendent, Hal Roberts; Director of Business and Technology, Rick Johnson; Curriculum Administrator, Janice Popp; Bay City Jr. High Principal, Brandon Hood, Bay City Middle School Principal, Heath Koenig; Cherry Elementary Principal, Barbara Gordon; BCHS Assistant Principal, Mena Collins; Bay City Middle School Counselor, Jessie Stone; Teachers; Parents; Students; Community Members; Heather Menzies with the Bay City Tribune; Ross Cunningham with the Matagorda County Advocate and Terri McCulloch, Recording Secretary.

 

President Johnson called the meeting to order at 7:05 p.m. and asked Ross Cunningham to open the meeting with a prayer.

 

Following the prayer, Trustee Randy Volkmer led the audience in reciting the Pledge of Allegiance.

 

President Johnson called for additions, deletions, or corrections to the following meetings of the Board:

Trustee Volkmer, seconded by Trustee Rutherford, made a motion to approve the minutes of the previous meetings.  The motion carried by a vote of 7-0.

 

AUDIENCE WITH PATRONS

 

Concerned citizen, Nelson Smith, addressed the board with concerns about the Hilliard Campus.  He showed pictures of broken windows, tall grass and trash around the school.  He stated that this is a hazard to the community and dangerous for children and would like to see the property cleaned and the windows boarded up.  Mr. Walton agreed and stated he would make sure the property is taken care of.

 

CELEBRATION OF EXCELLENCE

 

Nancy Barkman, Bay City Middle School Teacher, and Paula Bricker, Cherry Elementary Teacher, were awarded the Celebration of Excellence for Instruction and Positive Publicity.  Both teachers won awards from the television program, Telemundo Houston, after being nominated by their students as the "best teacher."  Along with the award the Mrs. Bricker and Ms. Barkman will be videoed in the classroom.  The teachers will be featured on Telemundo Houston on March 14, 2008.

 

SPOTLIGHT ON FFA

 

This will be rescheduled due to the rodeo.

ITEM #3 - COMMUNICATIONS

 

Superintendent Walton announced that a thank you card was received from Rebecca Tipton and Nancy Rodriguez for receiving the Celebration of Excellence Award.

 

ITEM #4 – PRESENTATION ON AVID PROGRAM

 

AVID Coordinators, Susan Roberts (BCHS) and Kristi Salas (BCJH), presented an update on the Advancement via Individual Determination (AVID) program.  The students have worked very hard this year and have been successful in their studies.  College students come and tutor the students once a week and both Jr. High and High School students competed in the Team Challenge. 

 

The high school students took the PSAT and are enrolled in the AP Human Geography class.  They visited the college campuses of Wharton County Jr. College, The University of Houston, and The University of Texas @ Austin.

 

The Jr. High students took the Explorer Test that showed their strengths and weaknesses in relation to job placement.  They visited the college campuses of Brazosport College and Rice University.

 

Students Brian Whitman, Jessica Aragon, Keviniesha Brinkley and Summer Pate explained to the Board of Trustees what AVID means to them.  They all agreed the required blue binder keeps them organized and contributes to their success.  AVID is their second family and all look forward to attending college when they graduate from high school.

 

ITEM #5 – CONSIDER RESOLUTION APPROVING INDEPENDENT SOURCES OF INVESTMENT OFFICER TRAINING AND DESIGNATION OF AN INVESTMENT OFFICER

 

Rick Johnson, Director of Business, presented for approval a resolution designating Superintendent Walton and himself as investment officers of the District.  The resolution also designates TASB, TASBO, Lone Star Investment Pool, TASA, ESC Region III affiliates and TASBO affiliates as independent sources of instruction to provide investment training sessions.

 

Trustee Powell, seconded by Trustee Smith, made a motion to approve the resolution approving independent sources of investment officer training and designation of an investment officer as presented.  The motion carried by a vote of 7-0.

ITEM #6 - ELECTION OF REGION III BOARD MEMBERS

 

Superintendent Walton explained that each year the Board of Trustees vote on the Region III Board members that are up for election.   This year the race was uncontested, therefore no election was held.

 

ITEM #7 – PUBLIC HEARING ON RESOLUTION TO DONATE AND TRANSFER OWNERSHIP OF PORTABLE BUILDINGS

 

President Johnson announced the board would enter into a public hearing at 8:45 p.m. on a resolution to donate and transfer ownership of portable buildings.

 

Mr. Walton explained that the Economic Action Committee has asked BCISD to donate two portable buildings that were used by the Adult Learning Center and are now vacant.  The EAC will pay for the cost of moving the buildings.  Due to the condition and age of the buildings, the administration recommends the trustees approve the donation of two portable buildings to the Economic Action Committee.  There were no public comments offered by the audience. 

 

The public hearing concluded at 8:48 p.m.

 

ITEM #8 - CONSIDERATION OF RESOLUTION TO DONATE AND TRANSFER OWNERSHIP OF PORTABLE BUILDINGS

 

Trustee Volkmer, seconded by Trustee Rutherford, made a motion to approve a Resolution to Donate and Transfer Ownership of Two Portable Buildings to the Economic Action Committee.  The motion carried by a vote of 7-0.

ITEM #9 - APPROVAL OF EQUIPMENT LEASE FOR DIRECT RECORDING ELECTRONIC (DRE) VOTING MACHINES

 

Superintendent Walton explained that The State of Texas now requires that all school district elections must provide a Direct Recording Electronic (DRE) for individuals with disabilities in order to facilitate their opportunity to vote.  It is the administration's recommendation that BCISD lease the equipment from Matagorda County.

 

Trustee Powell, seconded by Trustee Crummett, made a motion to approve the Equipment Lease for a Direct Recording Electronic (DRE) voting machine from Matagorda County.  The motion carried by a vote of 7 - 0.

ITEM #10 - APPROVAL OF RESOLUTION FOR ENERGY CONSUMPTION REDUCTION PLAN

 

Superintendent Walton explained that Senate Bill 12 and House Bill 3693 requires school districts to establish a goal to reduce annual electric consumption by 5% each year for the next six years.  It also states that monthly energy costs are to be posted on the District webpage.   The administration is recommending the board of trustees approve a resolution as required by the state.

 

Trustee Smith, seconded by Trustee Volkmer, made a motion to approve a resolution for an energy consumption reduction plan.  The motion carried by a vote of 7-0.

ITEM #11 - SECOND READING APPROVAL OF BOARD POLICY UPDATE 82

 

Superintendent Walton recommended second reading approval of Board Policy Update 82, which centers on policies regarding required participation in county appraisal districts, employee health insurance coverage, energy conservation, and emergency response.

 

Trustee Rutherford, seconded by Trustee Humphries, made a motion to approve the second reading of Board Policy Update 82.  The motion carried by a vote of 7 - 0.
